Pursuant to Sections 9(6) and 19(1) of the Electoral Act, 2022, the Independent National Electoral Commission (INEC) will display the Preliminary Register of Voters for public scrutiny from 12th to 18th November 2022.
The display exercise will be undertaken as follows:
- The Commission will print and display the Preliminary Register of Voters (2011 till date) at the Registration Areas (Wards) and the headquarters of Local Government and Area Councils nationwide.
- The preliminary register of voters will also be displayed on the Commission’s official website with the following link: www.inecnigeria.org/display_register
- To view the displayed preliminary register of voters of a Polling Unit (PU) on the website, select the State, the Ward and the Polling Unit and click “DISPLAY”. The list of voters in that PU will be displayed for scrutiny.
- The display exercise at the Registration Areas (Wards) will be undertaken by the staff of the Commission and supported by National Youth Service Corps (NYSC) members in the locality.
- The Electoral Officers will coordinate the Display exercise.
PROCEDURES FOR HEARING CLAIMS, OBJECTIONS AND COMPLAINTS ON THE PRELIMINARY REGISTER OF VOTERS
The Procedures for Hearing of Claims and Objections on the Register of Voters are as follows:
A. PHYSICAL CLAIMS, OBJECTIONS AND COMPLAINTS
- The exercise shall be for a period of fourteen (14) days from 9:00am to 3:00pm each day as follows:
- Claims and Objection at Registration Area RA (Ward) from Saturday 12th to Friday 18th November 2022; and
- Claims and Objections at LGA/Area Council Offices from Saturday 19th to Friday 25th November 2022.
- Two (2) Officers comprising a Revision Officer (REVO) who should be able to speak the indigenous language of the locality and an Assistant Revision Officer (AREVO) will be responsible for the exercise at each Registration Area.
- The REVO will attend to persons wishing to make a claim or raise an objection or complaint.
- The Assistant Revision Officer (AREVO) will attend to persons wishing to collect their PVCs and filling the PVC collection Register appropriately.
- The REVO will request for evidence of registration i.e. Temporary Slip or Permanent Voter Card from persons wishing to make a claim or raise an objection or complaint.
- The REVO will issue Forms EC2 for claims and/or EC3 for objections to the person wishing to make a claim or raise an objection or complaint within this period.
- The REVO will receive the completed Forms from the person making the claim, objection or complaint and issue him/her an acknowledgement slip.
- The REVO will inform such person of the day, time and place where the claims, objections and complaints will be heard.
- The REVO will compile the list of the claims, objections and complaints on daily basis in Form EC5B, paste it at the RA from where the claim, objection or complaint were raised and submit same to the Supervisory Revision Officers (SREVOs).
- The REVO will hear, determine and announce his/her decision on the claims, objections and complaints, indicating the reasons for the decision on the Form provided.
- The result of the hearings and decisions will be submitted to Electoral Officer who will transmit same to the Resident Electoral Commissioner.
- Any person that is not satisfied with the decision of the REVO shall within seven (7) days appeal against such decision to the Resident Electoral Commissioner whose decision on such claims, objections and complaints shall be final.
WEBSITE CLAIMS, OBJECTIONS AND COMPLAINTS
- The exercise shall be for a period of fourteen (14) days from 12th to 25th November 2022.
- The person wishing to make a claim or raise an objection or complaint shall visit the Commission’s website with the link: www.inecnigeria.org/make_claims_objections
- The person shall select either the “CLAIM” OR “OBJECTION” option, depending on the complaint he/she wishes to make.
- The person shall fill and submit the displayed Form attaching required documents.
- An acknowledgement slip containing the complaints raised, as well as the venue, date and time for the hearing of the claims, objections and complaints will be issued to the person to download or print.
- The person making the claim or raising the objection and complaint shall be present at the designated venue of hearing with the acknowledgment slip for the determination of his/her claim, objection or complaint on the appointed date and time.
- Any person that is not satisfied with the determination of his/her claim, objection or complaint shall within seven (7) days appeal against such decision to the Resident Electoral Commissioner whose decision on such claims, objections and complaints shall be final.
